A Multistage Stochastic Program to Optimize Prescribed Burning Locations Using Random Fire Samples

Selecting the optimal locations and timing for prescribed burning is challenging when considering uncertainties in weather, fire behavior, future suppression. In this study, we present a sample average approximation (SAA) based multistage stochastic mixed integer program with recourse to optimize decisions. The component of SAA model considers post-fuel-treatment suppression decisions manage spreads multiple planning periods. Our research aims at studying how an may benefit from using random samples find good during first period. Two hypothetical test cases are designed compare impact sizes on solution quality, illustrate identify high-quality period-one solutions. Results suggest that running models larger can lead better solutions, but will diminish after size reaches certain thresholds. We found result similar effects mitigating wildfire risks.
